Ajo duhet t\u00eb mbaj\u00eb p\u00ebrgjegj\u00ebsi edhe p\u00ebr \u00e7far\u00eb ndodh me at\u00eb produkt ose me paketimin e tij pasi p\u00ebrdoret dhe b\u00ebhet mbetje.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/uri.org.al\/wp-content\/uploads\/2026\/03\/factory-workshop-interior-machines-glass-production-background-1024x683.jpg\" alt=\"\"\/><\/figure>\n\n\n\n<p>Kjo \u00ebsht\u00eb ve\u00e7an\u00ebrisht e r\u00ebnd\u00ebsishme p\u00ebr mbetje si <strong>ambalazhet, baterit\u00eb, pajisjet elektrike dhe elektronike, si edhe makinat q\u00eb dalin jasht\u00eb p\u00ebrdorimit<\/strong>. K\u00ebto jan\u00eb kategori q\u00eb krijojn\u00eb shum\u00eb mbetje dhe k\u00ebrkojn\u00eb trajtim t\u00eb ve\u00e7ant\u00eb.<\/p>\n\n\n\n<p>Ideja kryesore \u00ebsht\u00eb e thjesht\u00eb. N\u00eb vend q\u00eb shteti ose bashkia t\u00eb paguaj\u00eb gjithmon\u00eb p\u00ebr mbledhjen dhe riciklimin e k\u00ebtyre mbetjeve, nj\u00eb pjes\u00eb e kostos kalon te kompania q\u00eb e ka futur produktin n\u00eb treg. Pra, kush sjell produktin, ndihmon edhe p\u00ebr menaxhimin e mbetjeve q\u00eb ai krijon.<\/p>\n\n\n\n<p>Kjo sjell disa rrjedhoja:<\/p>\n\n\n\n<p><strong>S\u00eb pari<\/strong>, kompanit\u00eb duhet t\u00eb din\u00eb sakt\u00ebsisht \u00e7far\u00eb po hedhin n\u00eb treg: <strong>sa produkte, sa paketim, \u00e7far\u00eb materiali p\u00ebrdorin dhe sa peshon \u00e7do nj\u00ebsi e produktit<\/strong>. Pa k\u00ebto t\u00eb dh\u00ebna, sistemi nuk funksionon.<\/p>\n\n\n\n<p><strong>S\u00eb dyti<\/strong>, kompanit\u00eb fillojn\u00eb t\u00eb ken\u00eb detyrimisht interes q\u00eb produktet dhe paketimet t\u00eb jen\u00eb m\u00eb t\u00eb thjeshta p\u00ebr t\u2019u ricikluar. Pse? Sepse n\u00ebse p\u00ebrdorin <strong>m\u00eb pak material, m\u00eb pak ambalazh t\u00eb panevojsh\u00ebm ose materiale m\u00eb t\u00eb riciklueshme<\/strong>, zakonisht edhe kostoja e tarifave q\u00eb atyre u duhet t\u00eb paguajn\u00eb, ulet.<\/p>\n\n\n\n<p>Pra, PZP \u00ebsht\u00eb edhe nj\u00eb m\u00ebnyr\u00eb p\u00ebr t\u2019i shtyr\u00eb bizneset t\u00eb konsiderojn\u00eb ndikimin e tyre mjedisor q\u00eb n\u00eb fillim t\u00eb procesit: si ta prodhojn\u00eb dhe paketojn\u00eb produktin n\u00eb m\u00ebnyr\u00eb q\u00eb ai t\u00eb krijoj\u00eb m\u00eb pak mbetje.<\/p>\n\n\n\n<p>N\u00eb praktik\u00eb, kompanit\u00eb shpesh nuk i p\u00ebrmbushin vet\u00eb t\u00eb gjitha k\u00ebto detyrime nj\u00eb nga nj\u00eb. Zakonisht krijohen ose p\u00ebrdoren organizata t\u00eb posa\u00e7me q\u00eb merren me k\u00ebt\u00eb pun\u00eb n\u00eb em\u00ebr t\u00eb tyre (<strong>Organizata t\u00eb P\u00ebrgjegj\u00ebsis\u00eb s\u00eb P\u00ebrdoruesit<\/strong>). K\u00ebto organizata ndihmojn\u00eb me regjistrimin, raportimin, mbledhjen e tarifave, organizimin e grumbullimit dhe raportimin e rezultateve. Kjo e b\u00ebn sistemin m\u00eb t\u00eb leht\u00eb p\u00ebr t\u2019u zbatuar.<\/p>\n\n\n\n<p>N\u00eb Shqip\u00ebri, ky sistem \u00ebsht\u00eb ende n\u00eb zhvillim. Po diskutohet q\u00eb ai t\u00eb nis\u00eb fillimisht p\u00ebr kategorit\u00eb kryesore t\u00eb mbetjeve, si paketimet, baterit\u00eb, pajisjet elektronike dhe automjetet n\u00eb fund t\u00eb jet\u00ebs. Zbatimi pritet t\u00eb b\u00ebhet gradualisht. Fillimisht do t\u00eb <strong>k\u00ebrkohen regjistrimi, raportimi dhe gjurmimi i produkteve<\/strong>. M\u00eb pas, pas krijimit t\u00eb strukturave p\u00ebrkat\u00ebse dhe bazave t\u00eb t\u00eb dh\u00ebnave, do t\u00eb fillojn\u00eb edhe pagesat dhe detyrimet e tjera praktike.<\/p>\n\n\n\n<p>Pik\u00ebrisht k\u00ebtu b\u00ebhet i r\u00ebnd\u00ebsish\u00ebm roli i URI. Kjo \u00e7\u00ebshtje shpesh duket thjesht si nj\u00eb tem\u00eb legjislative dhe teorike, por n\u00eb realitet \u00ebsht\u00eb shum\u00eb praktike. Duhet t\u00eb dihet kush raporton, \u00e7far\u00eb raportohet, si llogariten tarifat, si funksionojn\u00eb organizatat p\u00ebrkat\u00ebse dhe si p\u00ebrgatiten bizneset. <a href=\"https:\/\/uri.org.al\/publication\/adapting-to-the-eu-waste-framework-directive-and-extended-producer-responsibility\/\">Guida e vitit 2025<\/a> e p\u00ebrgatitur me kontributin e URI \u00ebsht\u00eb e r\u00ebnd\u00ebsishme sepse i kthen k\u00ebto k\u00ebrkesa n\u00eb hapa t\u00eb qart\u00eb dhe t\u00eb kuptuesh\u00ebm p\u00ebr kompanit\u00eb.<\/p>\n\n\n\n<p>Kjo ndihmon q\u00eb bizneset t\u00eb mos mbeten n\u00eb paqart\u00ebsi dhe q\u00eb zbatimi i k\u00ebsaj strategjie t\u00eb jet\u00eb m\u00eb i leht\u00eb. Pra, nuk mbetet vet\u00ebm te \u201c\u00e7far\u00eb thot\u00eb ligji\u201d, por shpjegon edhe \u201c\u00e7far\u00eb duhet b\u00ebr\u00eb n\u00eb praktik\u00eb\u201d.<\/p>\n\n\n\n<p>P\u00ebr kompanit\u00eb, mesazhi \u00ebsht\u00eb i qart\u00eb: nuk duhet t\u00eb presin derisa sistemi t\u00eb b\u00ebhet i detyruesh\u00ebm plot\u00ebsisht. Mund t\u00eb m\u00ebsojn\u00eb m\u00eb mir\u00eb \u00e7far\u00eb roli kan\u00eb n\u00eb zinxhirin e furnizimit, t\u00eb fillojn\u00eb t\u00eb ruajn\u00eb t\u00eb dh\u00ebna p\u00ebr produktet dhe paketimet q\u00eb hedhin n\u00eb treg, t\u00eb ndjekin zhvillimet ligjore, t\u00eb planifikojn\u00eb kostot e mundshme dhe t\u00eb rishikojn\u00eb paketimet p\u00ebr t\u00eb shmangur ato q\u00eb jan\u00eb t\u00eb panevojshme.<\/p>\n\n\n\n<p>Dometh\u00ebnia e PZP \u00ebsh\u00eb fare e thjesht\u00eb: <strong>kush fiton<\/strong> nga shitja e produktit, <strong>duhet t\u00eb mbaj\u00eb edhe nj\u00eb pjes\u00eb t\u00eb p\u00ebrgjegj\u00ebsis\u00eb<\/strong> p\u00ebr mbetjen q\u00eb ai produkt l\u00eb pas.
