Waste management is a major challenge in Albania and contributes significantly to GHG emissions. This in turn harms the country’s tourism potential which constitutes 18% of the GDP. Therefore, the government has declared waste management a strategic and priority sector.

The EU4CE-REWAM project is being implemented on a sub-national scale with the final recipients being the municipalities of Gjirokastër Region and Vlora South area of the Vlora Region.

Protection of environment through integrated waste management in Durres municipality

Durrës municipality is Albania’s second-largest city and faces significant waste management challenges. The system operates through basic collection services using municipal trucks and workers, with waste primarily disposed at landfill. The city struggles with increased waste volumes during tourist seasons and lacks waste processing facilities.

While initiatives supported from different sources are helping modernize the system, the municipality continues to face financial and operational difficulties in meeting growing urban waste management needs.

Source Separation of Municipal Waste in Berat Municipality

For this purpose, the project will enable the successful procurement of equipment, planning of the communications campaign, and launch of the new services on source separation of municipal waste in the Municipality of Berat.

UKT – Financial and Operational Performance Improvement Programme, Stakeholder Participation Programme

Founded in 1939, UKT is a municipal enterprise that provides water supply services as well as the collection, removal and treatment of polluted water for the municipalities of Tirana, Vorë and Kamëz. Existing studies and documents show that UKT is currently facing a number of challenges related to: the amortized state of the water supply network due to low maintenance leading to frequent interruptions in water supply and poor water quality; a high non-revenue water rate; high cost of groundwater pumping; complicated cash flow situation, etc. In order to increase its capacity to improve the water supply system, UKT has benefited from a loan from the European Bank for Reconstruction and Development for (i) the construction of a pipeline to transfer water from the water treatment plant water in Bovillë in the western part of the city; and (ii) the extension of the water treatment plant in Bovillë.

Promotion of Less Waste II – Waste Prevention and Recycling at the Cross-Border Area

Proper waste management remains an issue in the Albania-Greece cross-border area. Steps have been taken towards Integrated Waste Management, but there is still much to do. According to “Municipal Waste Management”, a report by the European Environment Agency, in Albania, the establishment of a special collection system for municipal solid waste (MSW) is urgently required, whereas the development of new regional landfills, which are in compliance with EU environmental and sanitary standards, has started.

The project’s strategy is to combine centralized bio-waste management to achieve the 2020 targets for fewer landfills. The project aims to i) improve waste management capacities in the target areas, especially in the composting and recycling sectors; ii) significantly improve the capacity of composting/recycling containers either at neighborhood level or at home (separation at source) to 30%.

The overall objective of Less Waste II is waste prevention through the promotion of recycling/composting practices which is done through the joint development and implementation of demonstration actions in the project’s partner areas.

Regional Research on Waste Management Economic Instruments Implemented in South Eastern European (SEE) Countries

SEE countries, namely Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Greece, Ukraine and Serbia, face common challenges on solid waste management. Local governments are struggling to cope with the growing volumes of waste; basic waste service provision is mostly concentrated in urban areas, and illegal dumpsites are a frequent sight, especially in rural areas. Within this project’s framework, research on waste management economic instruments, institutional and financial analysis of the waste sector in SEE was conducted. Additionally, the identification and analysis of existing instruments in SEE, and provision of best practices for the purpose of replication was also achieved.

Improving Environmental Service Delivery through “Trained Observer Rating”

In the project, a group of observers will be included and trained to use a unified system “Trained Observer Ratings” (TOR), which will monitor and evaluate the provision of two environmental services:
1. Collection, removal and treatment of municipal solid waste: evaluation of waste collection points and containers;
2. Maintenance of parks, gardens and public green spaces.
